Altman Identifies Two Critical AI Risks
As artificial intelligence systems become increasingly capable, the debate surrounding their future is shifting beyond what AI can accomplish to who ultimately controls the technology and how it is governed.
Sam Altman has highlighted two scenarios that he believes could make continued AI progress extremely dangerous.
The first is the possibility that humans could lose meaningful control over advanced AI systems. The second is the emergence of a world in which an exceptionally powerful AI system becomes concentrated under the control of one person, company or government.
Altman’s argument is that neither extreme is acceptable. AI should remain a technology that serves humanity rather than becoming an independent force that determines humanity’s future.
Risk No. 1: Humanity Could Lose Control
The first danger centers on AI alignment and safety.
As AI models become more capable, their ability to reason, plan and carry out increasingly complex tasks could eventually outpace the safeguards designed to keep their behavior aligned with human objectives.
Altman argues that this cannot be treated as an acceptable consequence of technological progress.
His position is that AI must ultimately remain under human direction and serve human interests. Achieving that goal, however, requires safety and alignment methods to advance at least as quickly as the capabilities of the models themselves.
This creates a difficult technological race of its own.

Altman warns that an extraordinarily powerful AI controlled by a single company or individual could potentially give that actor enormous influence over society.
The concern is not simply economic dominance. An entity controlling highly capable AI could potentially use it to promote its own political, cultural or ideological worldview on a scale that would be difficult for others to counter.
That scenario could create what Altman describes as a deeply dystopian outcome.
The Geopolitical Dimension
Power concentration does not necessarily have to occur within a single company.
Altman also points to the possibility of one country gaining disproportionate control over advanced AI.
Such an imbalance could transform AI from an economic and technological development into a major geopolitical advantage.
If one nation were able to develop significantly more capable systems than its competitors and maintain exclusive control over the underlying technology, computing resources or infrastructure, the consequences could extend well beyond the technology sector.
This makes the question of AI leadership increasingly intertwined with questions of national security, international competition and global governance.
Why Altman Describes It as a Narrow Middle Path
The two risks create a difficult balancing act.
On one side is the danger of allowing AI development to move so quickly that humanity loses control over increasingly autonomous systems.
On the other is the possibility that excessive restrictions, concentration or centralization could leave extraordinary AI capabilities controlled by a small group.
Altman therefore argues for what amounts to a middle path: AI must continue advancing, but safety and alignment capabilities must keep pace, while power over transformative AI should not become excessively concentrated.
The challenge is that avoiding one extreme could potentially create another.
Slowing development too aggressively could change the balance of power between countries or companies, while allowing development to proceed without sufficient safeguards could create risks that become increasingly difficult to reverse.
The Central Question: Who Controls the Future?
Altman’s warning ultimately shifts the AI debate toward a broader question of control.
The future of AI will not be determined solely by how intelligent models become. It will also depend on who operates them, who can access them, how their behavior is controlled and whether power remains distributed enough to prevent a single actor from imposing its interests on everyone else.
That makes AI safety more than a technical problem.
It is also a question of governance and power.
The path forward, according to Altman’s framing, requires avoiding both extremes: AI that becomes powerful enough to escape meaningful human control and AI power concentrated enough to allow one actor to dominate society.
Finding that balance may become one of the defining challenges of the AI era.
