The Trump administration remains committed to advancing the CLARITY Act in September, even as negotiations with Democratic lawmakers continue ahead of the Senate’s expected procedural vote.
Patrick Witt, executive director of the President’s Council of Advisors for Digital Assets, said the administration will continue working with Democrats “all the way up until the September vote,” while warning that negotiations cannot continue indefinitely.
The Senate is expected to hold a cloture vote in mid-September, a key procedural step that requires 60 votes to move the legislation forward. The vote would not constitute final passage but could determine whether the bill advances toward a full Senate vote.
White House Keeps Pressure on September CLARITY Vote
The administration’s renewed push comes after Senate lawmakers postponed action during the August recess. Witt said the White House remains focused on reaching a bipartisan agreement before lawmakers return.
The CLARITY Act would establish a federal regulatory framework for digital assets, including clearer rules for determining whether crypto assets fall under securities or commodities regulations. It would also define oversight responsibilities for the Securities and Exchange Commission and Commodity Futures Trading Commission while establishing rules for crypto trading platforms.
Key Disagreements Still Remain
Despite the administration’s optimism, several major issues remain unresolved.
Democratic senators continue to demand stronger ethics provisions addressing President Donald Trump and his family’s involvement in crypto-related businesses. The provisions could become a significant obstacle if Republicans cannot secure enough Democratic support.
Another contentious issue involves stablecoin rewards. Banking groups have pushed for changes to provisions that could allow companies to offer rewards or incentives to stablecoin holders, arguing that the rules could create competitive concerns for traditional financial institutions.
With the Senate requiring 60 votes to overcome the cloture hurdle, Republican lawmakers will likely need Democratic support to advance the legislation.

The September vote could become one of the most important moments yet for US crypto regulation. If the CLARITY Act clears the procedural hurdle, lawmakers would be significantly closer to establishing a comprehensive market-structure framework for digital assets.
For now, the White House is signaling that negotiations will continue until the vote, with Witt making clear that the administration intends to push the legislation across the “finish line” rather than allow another delay.
