Vietnam Pushes Crypto Into the Mainstream as Digital Asset Regulation Takes Shape

Vietnam is taking a major step toward formalizing its digital asset industry, with regulators outlining plans that could bring cryptocurrency trading fully into the country’s regulated financial system. Under proposals currently being discussed, all licensed crypto transactions—including Bitcoin, Ethereum, and major stablecoins such as USDT and USDC would ultimately be settled in Vietnamese dong, marking a significant shift toward domestic oversight and regulatory control.

The move signals Vietnam’s intention to transform crypto from a largely unregulated market into a structured component of its rapidly expanding digital economy.

Vietnam Advances Comprehensive Crypto Framework

The latest discussions emerged from a high-level conference held in Hanoi, where representatives from the State Securities Commission, the State Bank of Vietnam, the Ministry of Public Security, commercial banks, securities firms, and blockchain industry leaders gathered to discuss the country’s digital asset strategy.

At the center of the proposal is a licensing framework that would require all cryptocurrency trading activity to take place through authorized Virtual Asset Service Providers (VASPs). While investors would remain free to hold digital assets in self-custody wallets, trading and settlement activities would be routed through regulated platforms operating under Vietnamese law.

One of the most notable proposals would require transactions involving cryptocurrencies and stablecoins to be settled in Vietnamese dong rather than foreign currencies. If implemented, the rule would effectively eliminate dollar-based trading pairs on licensed exchanges and strengthen the role of the local currency within the country’s digital asset ecosystem.

Regulators Aim to Balance Innovation and Investor Protection

Vietnamese officials view the current period as a critical window for establishing clear rules around digital finance.

Bui Hoang Hai, Vice Chairman of the State Securities Commission, emphasized that Vietnam has a unique opportunity to attract international investment, foster innovation, and strengthen its position as a regional fintech hub. However, he stressed that long-term success will depend on building a market supported by transparency, effective risk management, and robust investor protections.

The proposed framework is being developed under Government Resolution No. 05/2025/NQ-CP, which includes plans for a pilot program focused on regulated crypto trading platforms.

Authorities believe that a formal legal structure will provide greater certainty for investors while helping Vietnam compete with other emerging digital asset markets across Asia.

Foreign Investors Welcome as Market Opens

The framework also signals a more inclusive approach toward international participation.

Under the proposed model, foreign investors would be allowed to open accounts and participate in Vietnam’s regulated digital asset market. Domestic access, however, may initially be limited to individuals who already hold cryptocurrency assets, allowing regulators to introduce the system gradually while monitoring market stability.

This phased rollout reflects a cautious but progressive strategy aimed at encouraging growth without exposing the financial system to unnecessary risks during the early stages of implementation.

Vietnam Is Already a Global Crypto Powerhouse

Unlike many countries just beginning to explore digital asset regulation, Vietnam enters this process with one of the world’s most active crypto communities.

Industry data presented during the conference highlights the country’s growing influence in the global crypto economy:

  • Ranked 7th globally in total cryptocurrency users
  • Ranked 5th worldwide in transaction growth
  • One of Asia’s fastest-growing digital asset markets
  • Strong retail and entrepreneurial participation across blockchain sectors

These figures demonstrate that crypto adoption in Vietnam is already well established, making regulatory clarity increasingly important for sustaining future growth.

Asia-Pacific Crypto Activity Continues to Surge

The broader regional market is also expanding rapidly.

According to Phan Duc Trung, Chairman of the Vietnam Blockchain Association, digital asset transaction volumes across the Asia-Pacific region reached approximately $2.4 trillion by mid-2025.

The growth reflects increasing participation from both retail users and institutional investors as digital assets become more integrated into mainstream financial markets.

The rise of Bitcoin exchange-traded funds (ETFs) has further accelerated institutional engagement. Officials highlighted the success of spot Bitcoin ETFs globally, noting that major asset managers such as BlackRock now oversee tens of billions of dollars in Bitcoin-related investment products.

This trend is helping legitimize digital assets in the eyes of traditional investors and policymakers alike.

Tokenization Emerges as a Major Opportunity

Beyond cryptocurrency trading, conference participants highlighted tokenization as one of the most promising areas of future growth.

Chris Chiew, Senior Advisor at CAEX, explained that blockchain technology could dramatically expand access to investment opportunities by converting real-world assets into digital tokens that can be bought, sold, and traded more efficiently.

Potential assets suitable for tokenization include:

  • Real estate developments
  • Infrastructure projects
  • Gold and precious metals
  • Energy facilities
  • Industrial assets
  • Data centers
  • Port infrastructure
  • Transportation networks

By dividing large assets into smaller digital units, tokenization could lower investment barriers and improve liquidity across traditionally illiquid markets.

Vietnam Could Capture a Significant Share of the Global Tokenization Market

Industry forecasts presented during the conference suggest that tokenized real-world assets could become one of the largest segments of the digital economy over the next decade.

Global tokenized asset markets are projected to reach approximately $19 trillion by 2033, driven by growing institutional adoption and advances in blockchain infrastructure.

For Vietnam specifically, analysts estimate that tokenized assets could represent between $70 billion and $80 billion in market value by 2030, creating substantial opportunities for financial institutions, technology providers, and investors.

If realized, this growth could position Vietnam as one of Southeast Asia’s leading centers for blockchain-based financial innovation.

A Strategic Move Toward Digital Finance Leadership

Vietnam’s evolving regulatory approach reflects a broader trend among governments seeking to integrate digital assets into their financial systems rather than simply regulate them from the sidelines.

By combining licensing requirements, investor protections, local currency settlement mechanisms, and support for blockchain innovation, policymakers are attempting to create an environment where digital assets can grow alongside traditional finance.

As the country moves closer to implementing its regulatory framework, Vietnam is positioning itself not only as a major crypto adoption market but also as a potential regional leader in digital finance, tokenization, and blockchain-powered investment infrastructure.

The coming months will likely determine how quickly these initiatives move from policy discussions to practical implementation, but one thing is becoming increasingly clear: crypto is no longer operating on the fringes of Vietnam’s economy—it is steadily becoming part of its financial future.
