Crypto Daily: US Bitcoin Reserve Faces Delay, Ripple Secures MiCA License, Strategy Sells BTC for Dividends

The crypto industry witnessed several major developments today, from delays surrounding the United States’ proposed Strategic Bitcoin Reserve to Ripple’s regulatory breakthrough in Europe and Strategy’s latest Bitcoin sale to strengthen its corporate finances.

US Strategic Bitcoin Reserve Faces Internal Government Dispute

The Trump administration’s plan to establish a US Strategic Bitcoin Reserve (SBR) has reportedly encountered delays as federal agencies debate who should oversee the nation’s Bitcoin holdings.

While President Donald Trump’s executive order signed in March proposed placing the reserve under the US Treasury Department, questions have emerged over whether the Treasury has the legal authority to manage a reserve consisting of highly volatile digital assets.

According to reports, the Department of Commerce has emerged as a potential alternative to oversee the reserve, while the Department of Justice is working alongside both agencies to evaluate the legal framework required for managing government-held Bitcoin.

The Strategic Bitcoin Reserve remains a cornerstone of the administration’s broader vision of positioning the United States as a global leader in digital assets. Officials say discussions are ongoing to determine the most appropriate governance structure before the initiative moves forward.

Ripple Receives Full MiCA License Across Europe

Ripple has officially secured a full license under the European Union’s Markets in Crypto-Assets (MiCA) framework, allowing the company to offer regulated cryptocurrency services throughout the European Economic Area (EEA).

The authorization was granted by Luxembourg’s financial regulator and follows Ripple’s earlier provisional approval as well as its existing Electronic Money Institution (EMI) license.

With the approval, Ripple joins a relatively small group of crypto firms fully authorized under MiCA, further expanding its global regulatory footprint, which now exceeds 75 regulatory licenses worldwide.

The development comes shortly after the EU’s MiCA transition period officially ended, requiring crypto firms operating in Europe to obtain regulatory approval or cease offering regulated services.

Strategy Sells 3,588 Bitcoin to Fund Dividend Payments

Michael Saylor’s Strategy disclosed that it sold 3,588 Bitcoin for approximately $216 million to finance dividend payments on its preferred shares while maintaining a strong cash position.

The transaction reduced the company’s Bitcoin holdings to 843,775 BTC, though Strategy remains the world’s largest corporate Bitcoin holder.

According to the company’s SEC filing, the proceeds will help support shareholder distributions while preserving approximately $2.55 billion in cash reserves.

The sale follows Strategy’s recently announced capital management framework, which allows selective Bitcoin sales when necessary to fund dividend obligations and strengthen liquidity without altering its long-term commitment to Bitcoin.

Today’s developments highlight three major trends shaping the digital asset industry: governments continue refining their approach to strategic Bitcoin reserves, regulatory clarity in Europe is accelerating institutional crypto adoption, and corporate Bitcoin treasury strategies are becoming increasingly sophisticated as companies balance long-term accumulation with shareholder returns. Together, these developments underscore the continued maturation of the global cryptocurrency ecosystem.
