The cryptocurrency industry saw another significant day of developments as Russia officially established a regulated cryptocurrency market, Mysten Labs co-founder Sam Blackshear departed for Anthropic to focus on AI security, and Western Union expanded its stablecoin strategy with a Visa-backed digital wallet.
Russia Establishes Legal Framework for Cryptocurrency Trading
Russian President Vladimir Putin has signed landmark legislation creating a comprehensive regulatory framework for the country’s cryptocurrency market, marking one of Russia’s most significant digital asset policy shifts to date.
The new law introduces licensing and operational requirements for crypto exchanges, brokers, custodians, and other digital asset service providers. Retail investors will be permitted to purchase approved cryptocurrencies through licensed intermediaries, subject to an annual investment limit of 300,000 rubles (approximately $3,700) per intermediary, while qualified investors will face no investment caps.
The legislation maintains Russia’s ban on using cryptocurrencies as payment for domestic goods and services but continues to allow digital assets for certain cross-border trade settlements. The Bank of Russia will oversee the regulated market and determine which cryptocurrencies licensed firms may offer.
Most provisions of the law will take effect on September 1, 2026, with additional regulatory measures scheduled to roll out through 2027.
Mysten Labs Co-Founder Departs to Advance AI Security Research
Sam Blackshear, co-founder and Chief Technology Officer of Mysten Labs, has announced his departure from the company to join Anthropic, where he will focus on defensive artificial intelligence security research.
Blackshear helped establish Mysten Labs in 2021 alongside former Meta engineers and played a central role in developing the Sui blockchain.
He said his decision was driven by a desire to return to hands-on technical research, particularly at a time when AI is rapidly transforming cybersecurity.
His move reflects a growing industry trend as artificial intelligence increasingly influences vulnerability discovery, blockchain security, software protection, and cyber defense. Following his departure, Mysten Labs CEO Evan Cheng will assume responsibility for guiding the company’s long-term technical vision.
Western Union Launches Visa-Backed Stablecoin Wallet
Western Union has expanded its digital payments strategy with the launch of Stablecard, a digital wallet and Visa payment card powered by its dollar-backed stablecoin USDPT.
Initially available in 37 countries, the service allows customers to receive eligible Western Union remittances directly as stablecoins rather than traditional cash or bank deposits. Users can hold USDPT, transfer it to supported crypto platforms, and spend funds through Visa’s global payment network.
USDPT is issued by Anchorage Digital Bank on the Solana blockchain, with Western Union planning to expand Stablecard to more than 60 markets before the end of the year.
The launch highlights the accelerating adoption of stablecoins by traditional payment providers seeking faster, more efficient cross-border settlement solutions. However, analysts note that stablecoin-based remittance services still face challenges related to currency conversion costs and settlement efficiency before they can consistently outperform conventional international payment networks.
